The Program of Practice

Across the Inland Empire region, thousands of lawful permanent residents are eligible to pursue United States citizenship, yet many continue to face significant barriers that prevent them from successfully navigating the naturalization process. These barriers include limited English proficiency, lack of affordable preparation services, unfamiliarity with the citizenship process, financial hardship associated with application fees, limited access to legal guidance, and instructional schedules that do not accommodate the realities of working adults and families.

Within the City of San Bernardino alone, an estimated 10,000 to 18,000 residents may qualify for citizenship. Despite this need, citizenship preparation services remain limited across the region, and many organizations that provide support charge fees that create additional barriers for adult learners and low income families.

Many adult learners also experience uncertainty and anxiety regarding the citizenship process, particularly when preparing for interviews, civics examinations, and legal documentation requirements. For English language learners, these challenges are often intensified by limited opportunities to access instruction that simultaneously develops language acquisition and civics knowledge in a supportive and culturally responsive environment.

Student feedback, enrollment trends, and ongoing collaboration with community partners continue to demonstrate the strong need for citizenship services that are accessible, flexible, welcoming, and free of charge. ICEC identified a need for a program that not only prepares students academically for citizenship, but also removes barriers related to language, scheduling, affordability, and access to support services.

Without programs such as Inland Career Education Center’s Citizenship Program, many adult learners would delay or abandon the citizenship process altogether due to cost, fear, lack of guidance, or limited access to educational and legal support. This not only impacts individual opportunity and economic mobility, but also limits civic participation, workforce advancement, and community engagement within the region.

ICEC’s Citizenship Program was intentionally developed to create an equitable pathway to citizenship that empowers adult learners to fully participate in their communities, pursue educational and employment opportunities, and strengthen the social and economic fabric of the Inland Empire.

The Response

In response to the growing need for accessible citizenship preparation services, Inland Career Education Center developed a comprehensive Citizenship Program designed to remove barriers and provide adult learners with the academic, social, and community based supports necessary to successfully attain United States citizenship.

ICEC provides free citizenship preparation classes throughout the day in order to meet the diverse scheduling needs of adult learners. Students are able to access instruction through morning, afternoon, evening, in person, and online course offerings. This flexible instructional model allows students to participate while balancing employment, childcare responsibilities, transportation limitations, and other life obligations commonly experienced by adult learners.

The program integrates civics instruction, English language acquisition, interview preparation, and mock interview experiences to prepare students for all aspects of the citizenship process. Prior to enrollment, students are assessed to ensure appropriate language placement and instructional support. Teachers utilize differentiated instructional practices to meet students at varying English proficiency levels while maintaining rigorous expectations for student success.

A key component of the program is ICEC’s longstanding partnership with Catholic Charities, which provides legal guidance and support for students navigating the citizenship application process. This partnership allows ICEC to focus on the educational preparation while ensuring students have access to trusted legal resources and assistance related to citizenship documentation and eligibility requirements.

In addition to classroom instruction, students are connected to a broad network of support services available at ICEC. These services include counseling, transition services, college and career guidance, employment readiness support, resume preparation, mock employment interviews, wellness resources, therapy services, and access to mobile medical and dental services through community partnerships. ICEC recognizes that student success is strengthened when educational programs address the broader needs of the whole student.

The program also emphasizes persistence, encouragement, and confidence building. Teachers closely monitor student readiness for citizenship interviews and provide individualized support leading up to testing appointments. Mock interviews, interview etiquette, communication strategies, and stress management techniques are intentionally embedded into instruction to help students feel prepared and confident throughout the process.

Through intentional scheduling, integrated support services, strong community partnerships, and a commitment to equity and access, ICEC’s Citizenship Program provides adult learners with a comprehensive and supportive pathway toward citizenship and long term success.

The Unique Features of the Program

Inland Career Education Center’s Citizenship Program stands out as a comprehensive, equity focused model that extends far beyond traditional citizenship preparation classes. The program was intentionally designed to remove barriers and create multiple access points for adult learners seeking citizenship services within the Inland Empire region.

One of the program’s most distinctive features is its highly flexible instructional model. ICEC offers citizenship classes throughout the day, including morning, afternoon, evening, in person, and online options. This structure allows working adults, parents, and individuals with varying responsibilities to access services in a manner that fits their schedules and personal circumstances. The program’s accessibility has helped expand opportunities for individuals who may otherwise be unable to participate in citizenship preparation programs.

Another unique feature is the integration between ICEC’s Citizenship Program and its broader educational and student support systems. Citizenship students have access not only to instruction, but also to counseling services, transition support, college and career guidance, employment readiness assistance, wellness services, and community resources. This whole student approach recognizes that citizenship attainment is connected to educational advancement, workforce participation, family stability, and civic engagement.

ICEC’s partnership with Catholic Charities has also become a defining strength of the program. For more than a decade, this collaboration has allowed students to access both educational preparation and trusted legal guidance through a coordinated and student centered support system. This partnership helps reduce confusion, anxiety, and barriers associated with the citizenship process while ensuring students receive accurate and reliable support.

The program is further strengthened through its alignment with ICEC’s robust ESL program. Students who require additional language development are able to seamlessly transition into ESL courses that support English acquisition and preparation for future citizenship enrollment. This integrated pathway model supports long term student persistence and success.

Additionally, the program emphasizes individualized preparation and confidence building through structured mock interviews and personalized instructional support. Teachers work closely with students prior to their citizenship interviews to ensure readiness not only in content knowledge, but also in communication, professionalism, and stress management strategies.

ICEC’s Citizenship Program has also demonstrated strong community trust and credibility. A significant portion of student enrollment comes through word of mouth referrals from former students and community members who have successfully completed the program. This continued growth reflects the quality of instruction, customer service, and supportive environment experienced by students.

Together, these features create a comprehensive citizenship pathway that is innovative, student centered, community responsive, and highly adaptable for replication in other adult education settings.

The Outcome

Inland Career Education Center’s Citizenship Program has demonstrated measurable success in supporting adult learners through the citizenship process while expanding access to educational and community opportunities.

Over the past several years, the program has consistently supported approximately 70 to 80 students annually in successfully attaining United States citizenship. These outcomes reflect the program’s commitment to rigorous instruction, individualized student support, and comprehensive preparation strategies.

Student readiness is reinforced through structured mock interviews conducted by trained staff members. During the 2024 to 2025 school year, ICEC completed 68 mock citizenship interviews. During the 2025 to 2026 school year, that number increased to 102 mock interviews, demonstrating both program growth and expanded student engagement.

The program’s impact extends beyond citizenship attainment. Students are regularly connected to additional educational and workforce opportunities available through ICEC. Many students continue into ESL, High School Diploma, GED, Digital Literacy, and Career Technical Education programs after completing the citizenship process. Others utilize ICEC’s Transition Center services to pursue employment opportunities, resume preparation, college transitions, and career advancement support.

The program also contributes to increased civic awareness and engagement. Students receive instruction not only on the citizenship examination content, but also on the importance of civic participation, voting, and community involvement. This helps students build confidence as active and informed members of their communities.

A powerful example of student success involved a learner who first entered ICEC through the ESL program. After improving her English language skills, she transitioned into the Citizenship Program and successfully attained United States citizenship. She later completed her GED and ultimately secured employment with a local community college that serves as the hub of the regional adult education consortium. Her journey reflects the transformational impact that integrated adult education pathways can have on students, families, and communities.

Program effectiveness is monitored through enrollment data, persistence rates, CASAS assessments, classroom performance, mock interview readiness, and student feedback. Data is regularly reviewed by staff to strengthen instruction, improve student services, and support continuous program improvement.

Through measurable outcomes, strong student success stories, community partnerships, and a commitment to equity and access, ICEC’s Citizenship Program continues to serve as a high impact model for adult education citizenship preparation services within the Inland Empire region.
