The Program of Practice

The Medical Billing and Coding profession faces ongoing challenges in ensuring students develop the technical acumen, precision, and industry readiness required to successfully complete training and transition into the workforce. Many incoming students possess varying levels of prior academic preparation, digital literacy, and familiarity with medical terminology. These disparities can directly hinder their ability to master complex coding systems, insurance procedures, and billing regulations.
To address this, the program must strengthen instructional practices, expand hands-on learning opportunities, and improve student outcomes regarding certification attainment, program completion, and job placement.
Furthermore, accessible Medical Billing and Coding training is scarce within the Inland Empire. Students frequently note that existing programs are restricted to colleges, proprietary technical schools, or online-only platforms. These options are often cost-prohibitive and structurally rigid for adult learners balancing employment, familial, and financial responsibilities. By offering affordable, accessible training through adult education, we mitigate these socioeconomic barriers and provide a viable, equitable pathway into the healthcare sector.

The Response

In response to this problem of practice, the Medical Billing and Coding program at Moreno Valley Community Adult School (MVCAS) enacted targeted initiatives to strengthen instructional support, elevate student engagement, and align the curriculum with evolving industry standards.
Key strategies implemented include:
Targeted Academic Supports: Integrating differentiated instruction to scaffold learning in critical areas like medical terminology and digital literacy.
Experiential Learning: Expanding hands-on practice through real-world billing and coding simulations.
Strategic Partnerships: Collaborating with healthcare industry partners and workforce development organizations to ensure students gain relevant exposure to modern clinical practices.
Data-Driven Intervention: Monitoring student progress via academic counseling and structured feedback loops to improve retention, completion, and certification success.
To ensure continuous quality improvement, the program will integrate ongoing stakeholder feedback through annual student exit surveys, community advisory committees, and preceptor evaluations. By fostering a supportive yet rigorous learning environment, the program effectively prepares students for immediate employment and long-term professional mobility in healthcare.

The Unique Features of the Program

The Medical Billing and Coding program at Moreno Valley Community Adult School delivers industry-aligned training engineered to prepare students for high-demand careers in healthcare administration. The curriculum seamlessly bridges academic instruction with practical applications that mirror the workflow of a modern healthcare facility.
Students receive comprehensive training in:
Medical terminology and healthcare compliance standards
Insurance billing procedures and electronic health records (EHR)
Diagnostic and procedural coding systems
Beyond technical instruction, students earn valuable industry credentials, including HIPAA compliance, CPR, a 20-hour Healthcare Administration Safety Certification, and eligibility for State Certification. The program also emphasizes essential workforce readiness skills, such as professionalism, communication, critical thinking, and technological proficiency, ensuring graduates are day-one ready for the workplace.

The Outcome

During its inaugural year of implementation, the program enrolled 19 students in this career-focused training pathway. The efficacy of the program's design is underscored by its early metrics:
7 students successfully passed the rigorous state certification exam, earning their credentials as Medical Billing and Coding Specialists.
3 students secured direct job offers during their clinical externship rotations.
These initial outcomes demonstrate the program’s effectiveness in equipping adult learners with the technical knowledge and practical skills necessary for healthcare success.
To illustrate this impact, the program proudly highlights the trajectory of a recent graduate who was hired full-time by their externship host site immediately following their training. Highlighting these real-world employment outcomes underscores the program’s institutional value and demonstrates the critical role that strategic externship partnerships play in local workforce development. Moving forward, MVCAS will continue to build upon these foundational results by refining instructional models, deepening student engagement, and expanding regional employment pipelines.
